Subnational Regions w/ HDI over 0.9
HDI is usually presented on a national level. However, the HDI can vary a lot within a country. For example, the state in the United States with the highest HDI is Massachusetts at .959, while the lowest is Mississippi, at .867.
The blue regions all have an HDI over .9, making them comparable with that of Norway, where the lowest HDI of any subnational division is Sør-Østlandet at .917.

-The term Subnational Divisions refers to the regions used by the UN, not administrative regions as defined by any country.
-Taiwan is colored entirely because it is considered a province of the PRC by the UN, the HDI rating is however provided by the Taiwanese government “using the same methods as the UN in 2017”.
-Microstates are counted as one.
-Moscow is counted separately because the UN subdivisions of Russia are gigantic, this is purely a creative decision.
-The UN does not provide HDI information for each Israeli province, Israeli controlled territory is however at an average of .903, while Palestine sits at .686.
